To create a Project, the ‘Header Upload Action’ column value must be ‘Create’. All other section action columns must have the ‘Upload Action’ column value of ‘Create’ as well if they are to be created at the same time as the project header, otherwise, they can be left blank and no action will be taken in the related section.
